What's it mean to "Program for the BEST and scale for the REST"

If you have taken the CrossFit Level 1 or listened to this podcast chances are you have heard the phrase "Program for the best, scale for the rest" when it comes to programming CrossFit Workouts. 

But what does that even mean?
