Animals function with power and hierarchy on a zero sum game. Humans in the West function through hierarchies of competence associated with different levels of authority in a non zero sum game. The way your position in the hierarchy is applied is power and this is open to abuse but hierarchies of competence will not function if abuse of power happens because they only function if the population trust and respect them. Why does abuse of power happen? Because it can . This is why we need careful codes of conduct and laws. Without regulation humans gravitate to chaos. For instance bankers had not become less trustworthy at the time of the credit crunch. Rather a key regulatory rule was removed when the Glass Stiegel Act was repealed. Human nature cannot be trusted to be good. It can be trusted to be a soldier of fortune and to require regulation and comply surprisingly well with regulation especially when accompanied by fear.'
