Travel bubble talks between New Zealand and Australia continue.
Western Australia is reopening its borders to Victoria and New South Wales on December 8.
South Australia remains in the medium risk category until at least December 11.
Tourism Minister Stuart Nash told Mike Hosking that both countries are taking a risk-based approach, to get things right.
“Australia isn’t knocking on our door saying we're being too conservative.
"Our people are talking to their people, and we’re coming up with a system on how what this will look like.”
