A medical expert says improvements to the border system should have happened sooner.
Covid 19 Response Minister Chris Hipkins has announced additional testing rules to strengthen the border and increase workers' safety.
It includes requiring border workers to keep a dairy of their Covid 19 testing.

He says when we focus on how we're ahead of the rest of the world, we miss the things we could be doing better.
The new measures come into force from next Friday.
