National's placing its faith in tertiary education with its new retraining policy SkillStart.
It offers a payment of $4000 to tertiary educators for every unemployed person reskilled and helped into full time work.
Independent Tertiary Education New Zealand Chair Craig Musson told Mike Hosking education providers have solid links to various employment sectors.
He says they won't even get program approval unless they show they have linkages, so it's nothing new, they've always had them.
Craig Musson says there's a clause that states they have to go into a relevant industry.
"I'm not sure what a relevant industry would be, if they're training to be an artist and they get a job as a carpenter, the job is relevant, but the training program probably wasn't."
