Delaware Supreme Court Finds Death Penalty Unconstitutional & New Congressional Budget With Cliff Schecter

The two discuss the recent decision by the Delaware Supreme Court finding that the state's death penalty law is unconstitutional. They also discuss whether there is a growing consensus to abolish the death penalty around the country and around the world.
