The Bush cabal makes a "reasonable offer" to the Senate and House Judiciary Committees regarding testimony from current and former top-level White House staffers: no oath, no transcript, and behind closed doors. That's reasonable, if you're trying to cover up a crime! The Senate and House have threatened to subpoena the staffers (Karl Rove, Harriet Miers, and WIlliam Kelley) in order to get at the truth behind the unprecedented removal of a number of United States Attorneys. If these staffers have to testify under oath, only two things can happen - they will perjure themselves, or incriminate more people within the administration. Bush, not surprisingly, lashed out at the supposedly "partisan" investigation that threatens his presumed legacy as a "great American president"!
