Rep. John Murtha (D-PA) has called for any new troop increases - including the Bush surge - to be denied if the troops being sent are not properly rested, equipped, and trained. This sounds like a plan the Republican "support the troops" party should be clearly behind. However, Murtha has a "D" after his name; thus, the Republicans must smear him for daring to propose such an option, as it would clearly prevent Bush's surge from ever happening.
