In 2003, Cleveland made its support of public art official when the city enacted legislation requiring capital improvement projects within city limits with budgets over $350,000 to designate at least 1.5% of the total budget toward the creation of public art.\\\\r\\\\n\\\\r\\\\nArt has the power to change a viewer's way of thinking and help to shape a city's cultural identity.
