June 22 is the 50th anniversary of the Cuyahoga River fire that landed Cleveland in TIME magazine's report on the nation\'s environmental problems. The ensuing radical policy changes were led in large part by Mayor Carl Stokes and his brother, Congressman Louis Stokes. Since that time, communities of color have received little visibility in the mainstream movement\'s progression while being disproportionately affected by environmental risks. A panel explains the impact.
