In the distant or not-so-distant future, (it’s hard to tell) the polar ice-caps on the Universal logo have melted, submerging the Earth in water. The Mariner (played by Kevin Costner), a gill-ladened mutant, sails against the Smokers – led by the kooky Deacon of the Sea (Dennis Hopper) as they splash their way into battle over a young girl who may just be the map to dry land.
