This video is part six of a multi-part series of a two-day symposium "Public Management and the Lindsay Years (1966-1973)", presented by Baruch College School of Public Affairs in collaboration with the Museum of the City of New York on September 29 and 30, 2010.

This session addresses the decentralization of management and services to spur innovation and improve accountability by delegating responsibility and authority down to district level commanders in order to make agencies more accountable and responsive to specific community needs.
