5. CONSENT AGENDA (Consent items as follows will be adopted with a single motion, second and vote, unless a request for removal from the Consent Agenda is heard from a Commissioner)

A) Pat Galloway. Finance Director
1. Approval - Adopt Capital Project Ordinance and budget for the Hwy 220 Wastewater Project in the amount of $35,561,500. Funding available includes $27,875,000 from State of NC appropriations, $6,400,000 in American Rescue Plan Act funding and $1,286,500 in available fund balance in the general fund. The general fund amount will be used to cover the cost of professional engineering services. Funds available in the general fund become available when the $10,000,000 revenue loss standard allowance allowed by ARPA was taken and applied to other general government services, freeing up other unrestricted revenue that can be applied to other general government services, freeing up other unrestricted revenue that can be applied to other county projects/services.

2. Approval - Increase Sheriff Department budget $250.00 for donation received for the K9 Program.

3. Approval - Budget change to allocate currently budgeted funds across all departments for the implementation of the pay plan adopted on September 19, 2022. An additional $850,000 in available fund balance is appropriated to fully fund the plan for FY 22-23.

B) Todd Hurst, Interim Tax Administrator
Approval- Tax Refunds from September 7, 2022 thru September 20, 2022

C) Lance Metzler, County Manager
Approval - SRO position at Bethany Community School. The school's portion of salary and benefits would be 83% ($52,706) and the County would support by covering 17% ($10,796) of salary and benefits.

D) Lindsay Pegg - Tourism Development Authority
Approval of a new fee schedule for advertisements placed in the new Rockingham County Visitor Guide (annual publication).

E) Ronnie Tate, Director of Engineering and Public Utilities
Approval - Consideration of a change to the LKC Engineering contract for design of sewer system upgrades on US 220. Original contract amount was for $536,000.00, new contract amount is $1,822,500.00. The change is to cover the cost of change in scope, gaining extra sewer capacity, construction bid management, construction quality control and inspections, certification, and close out documents for the project. The additional items were not part of the scope of work from original contract.

F) John Morris, County Attorney
Approval - Easement from Rockingham County, North Carolina to Duke Energy Carolinas, LLC. The easement concerns a portion of the property located at 915 NC 704, Madison, known as Western Rockingham Middle School, Parcel ID# 117873.

G) Susan Washburn, Clerk to the Board
Approval- Regular Meeting Minutes for May 16, June 6, August 1, August 30, and September 6, 2022.

7. PROCLAMATION: SUPPORT OF ALL LAW ENFORCEMENT
Consideration of Approval of Proclamation to strongly support all law enforcement officers within the County and throughout the nation.

8. PRESENTATION: Trey Wright, Health Director
Approval for recommendation of Option A for the Opioid Project. Option A is comprised of twelve strategies to reduce opioid abuse, injury or related deaths.

9. PRESENTATION: Trey Wright, Health Director
Approval for a 10% down payment on the purchase of a Used Mobile Dental Unit that will service the dental needs of our community.
