5. APPROVAL OF OCTOBER 2,2023 AGENDA

6. CONSENT AG ENDA (Consent items as follows will be (Adopted with a single motion. second and vote, unless a request for removal from the Consent Agenda is heard from a Commissioner)

A) Pat Galloway, Finance Director
Approval - Increase Soil & Water Conservation budget $2.500 for funds that were
donated for the summer camp.

B) Todd Hurst, Tax Administrator
Approval - Tax refunds for September 6, 2023 thru September 18, 2023.

C) Felissa Ferrell, Health and Human Services Director
Approval- Budget revision request for the $83,246 CCU Medicaid Funds to be used for the Continuous Coverage Unwinding and in preparation for Medicaid Expansion during FY 23-24 for new staff in a new position. The $219,467 GAP Hold Harmless E&E funds are to be used to Offset County costs of current expenditures. This grand total funding is in the amount. Of $302,713.

D) Lance Metzler, County Manager
Approval - Upon completion of Foster Care training and receiving a foster care license, Rockingham County will reimburse a Foster family that is a resident of Rockingham County licensed by any partnering agency qualified to license a resident, not to exceed the costs for the following expenses:

\\u2022 Initial Fire Inspection Fee: $50.00
\\u2022 In County Fingerprint Fee - $5.00
\\u2022 CPR/First Aid/Bloodborne Pathogens/Medication Administration: $125.00

Thereafter, Rockingham County will reimburse a licensed Foster family that is a resident of Rockingham County for the following expenses annually unless otherwise noted, not to exceed the cost of the service while they continue to maintain their Foster Care license:

\\u2022 Fire Reinspection Fee (required at minimum every 2 years): $25.00
\\u2022 CPR/First Aid/Bloodborne Pathogens/Medication Administration Recertification: $125.00

The initial request for $7,500.00 and would begin on November 1,2023.

E) Rodney Stewart, RCEMS Operations Supervisor
Approval- Rockingham County EMS requests the submitted financial statement for Board Approval of accounting reports of billing and collections activity for August 2023 and accounts uncollected that are to be written off. Lists of accounts are maintained and available for inspection in the EMS Office.

F) Susan Washburn, Clerk to the Commissioners
Approval- Regular minutes for September 5, 2023.

G) Trey Wright, Health Director
Approval - Appointment of Roberta Hawthorne to the Child Fatality Prevention Team. Her term will be from October 2,2023 until October 1,2026.

H) Board of Commissioners
Approval - Appointment Quint Haley to replace T. Matt Cardwell whose term has expired. The term will be from October 1,2023 and expires September 30, 2026.
