A) Jennifer Woods, Clerk to the Board Approval of Minutes- May 24, 2021 Recessed Meeting Budget Work Session Minutes and September 7, 2021 Regular Meeting Minutes

B) Pat Galloway, Director of Financial Services

1. Approval- To appropriate $4,988 in reimbursement received from the Rockingham County Schools for the School Revenue Officers who attended the School Safety Summit on August 12, 2021.

2. Approval-To appropriate fund balance in the general fund of $4,890 that will be transferred to the E911 Special Revenue Fund to reimburse the Special Revenue Fund for FY2021 E911 costs that were disallowed by the NC 911 Board after their review of the annual report of expenditures

C) Mark McClintock, Tax Administrator

1. Approval- Tax Collection and Reconciliation Reports for September including refunds thru September 30, 2021

2. Approval- Request to appoint Ashley W. McCrickard as Deputy Tax Collector

D) Ben Curtis, Register of Deeds
Approval - Resolution Authorizing the Rockingham County Register of Deeds to Temporarily Transfer Records to an Off-Site or Out-of-County Location for Reproduction, Repair or Preservation

E) Crystal Norman, PTRC Area Agency on Aging
Revisions to the Rockingham County Planning Committee for Older Adults By-Laws

F) Leigh Cockram, Director of Economic Development
Approval- Resolution approving to submit a formal application with the North Carolina Department of Commerce's Rural Division Building Reuse grant program to benefit "Project Talon" and will invest monies in the amount of 5% or $17,500 for the grant amount of $350,000 awarded toward the proposed renovations as committed to in the application. Match will be split with the City of Reidsville.

G) Ronnie Tate, Director of Engineering & Public Utilities
Approval- Lease between Rockingham County and North Carolina Department of Public Safety.

a. Public Hearing: Case # 2021-21: Applicant Craig Broadnax - 500 Piney Fork Church Rd, WentworthTownship -Rezoning from Residential Protected (RP) to Residential Agricultural Conditional District (RA-CD)

b. UDO Amendment: Amend the RV Temporary Stay During Home Construction Permit Standards to better conform with health and building standards.

8. PRESENTATION: ROCKINGHAM COUNTY DIGITAL INCLUSION PLAN Dawn Charaba, Reidsville Area Foundation

9. RONNIE TATE, DIRECTOR OF ENGINEERING & PUBLIC UTILITIES

1. Approval- Revised DRBA Contract for Services Agreement for Phase 1: Belews Lake Park Project. Funds will need to be budgeted based upon options chosen for amenities at the Park.

2. Approval- Contract for water main extension on Newnam Road for proposed subdivision at this location.
