AGENDA

6. CONSENT AGENDA (Consent items as follows will be adopted with a single motion,
second and vote, unless a request for removal from the Consent Agenda is heard from a
Commissioner)

A) Pat Galloway, Finance Director

1. Approval - Increase Sheriff Department budget $22,990 for the purchase of
body armor and associated equipment Grant funds in the amount of $7,938
have been awarded. The required grant match plus funds needed to
cover the costs of the carriers, special threat plate, patches and shipping
costs in the amount of $15,052 will be funded by Federal Forfeiture funds
available in fund balance reserve.

2. Approval - Amend the budget to close two completed school projects
(McMichael HS roof project and the district-wide telephone system project) that
were funded by restricted sales tax revenues. Each project was completed
under original budget estimates and $136,053 will revert back to the school
capital reserve fund to be available for future school capital needs.

3. Approval- Increase Public Health budget $204,379 for COVID 19 Vaccination
Program grant funds awarded.

4. Approval - Increase the Sheriff Department budget $38,559 for the Bethany
Community School - School Resource Officer approved at the October 3, 2022
board meeting. The new position cost has been pro-rated for an anticipated
hire date in December 2022 (FY 2022-2023 will incur 7 months of costs).
Revenue from Bethany Community School will cover the costs of service
December - June 2023. The County's share of the cost (17%) will occur in the
FY 2023-2024 budget.

B) Todd Hurst, Tax Administrator
Approval- Tax Refunds from October 5, 2022 thru October 25, 2022.

C) Susan Washburn, Clerk to the Board

D) Hiram Marziano, Community Development Director
Approval - Consideration of adoption of Resolution appointing Jason Hardin and
Haywood Cloud, Plat Review Officers for the City of Reidsville, pursuant to
N.C.G.S. § 47-30.2.

E) Captain Jennifer Brown
Approval- Lieutenant Jeff Conner is retiring from the Rockingham County Sheriff's
Office effective January 1, 2023 with over 28.5 years of service. He is requesting
to purchase his duty weapon for $1.00 (purchase permit attached).

F) Rodney Stewart, RCEMS Operations Supervisor
Approval - Consideration of the submitted financial statement of accounting
reports of billing and collections activity for September 2022 and accounts
uncollected that are to be written off.

G) Miranda Taylor, Piedmont Triad Regional Council, Aging Program Planner
Approval- Appointment of Brenda Loy to the Planning Committee for Older Adults.
The term will run from November 2022 until November 2025.

H) Jason Byrd, Agricultural Advisory Board
Approval - Consideration of changes to Farmland Preservation Program
Ordinance.

I) Ronnie Tate, Director of Engineering and Public Utilities
Approval - LKC Engineering to provide design services for water and sewer
upgrades. LKC Engineering was selected via the RFQ process for submitting
qualifications for engineering services.

J) Derek Southern, Assistant County Manager
Approval - New Position of Budget Analyst with a pay grade 28. Funding coming
from the General Fund.

A) Hiriam "Marzy" Marziano, Community Development Director
Case 2022-22 - Zoning Amendment: Rezoning from Residential Protected (RP) to
Residential Agricultural (RA) - Tracey & Andrew Mitchell- Tax PIN: 8901-00-943529
- Address: 8580 Friendship Church Rd. - Williamsburg Township
This is a non-conditional zoning request. No conditions may be requested, imposed
or considered when making the decision to approve or deny this request.
Staff recommends approval of this request.
The Rockingham County Planning Board voted unanimously (6-0) to recommend
approval of this request at the regularly scheduled meeting October 10, 2022.

9. PRESENTATION: Ronnie Tate, Director of Engineering and Public Utilities
Approval - Bryant's Contracting LLC as the General Contractor for Mass Site Grading
Project in Reidsville Industrial Park, Lot 11. Contract for grading is $733,46800.

10. PRESENTATION: John Stover, Rockingham County School Superintendent
Approval - Request from Rockingham County Schools to transfer the restricted sales tax
funding of $195,000 that was approved for the Old Bethany main building roof replacement
project to other roof projects that are over the original budget estimates.

11. PRESENTATION: Sheriff Sam Page
Update on SRO coverage in area schools.
