4. RECOGNITION - LANCE METZLER, COUNTY MANAGER
Consideration of approval for a Resolution supporting Operation Green Light to honor our Veterans.

5. RECOGNITION - LANCE METZLER, COUNTY MANAGER
Presentation of a Resolution honoring the career of Jason R. Julian upon his retirement from the North Carolina Department of Transportation after over 28 years of service and for his service to his community and to Rockingham County.

6. RECOGNITION - MELISSA JOYCE, FIRE MARSHAL
Recognition of Monroeton Firefighters Steve Hall, William Rierson and Dewayne Smith for Life Saving Efforts.

Recognition of Hunter Hall (13 years of age) for his Life Saving efforts for his grandfather.

8. CONSENT AGENDA (Consent items as follows will be adopted with a single motion, second and vote, unless a request for removal from the Consent Agenda is heard from a Commissioner)

A) Pat Galloway, Finance Director
I. Approval - Increase the Sheriff Department budget $25,413 for the Bureau of Justice Assistance Bulletproof Vest Partnership (BYP) grant that has been awarded to the department. The BYP grant award is 48,710 for the purchase of body armor and the grant requires $8,710 in matching funds which will be met with an appropriation of available Federal Forfeiture funds. An additional $7,993 appropriation of Federal Forfeiture funds is being requested to cover the cost of the concealable carriers, special threat plates, external patches and to cover the shipping/handling costs of the vests. A total of20 kits will be purchased.

2. Approval - Increase DSS budget $21,713 for additional Federal SNAP/ARPA funds allocated to the County. Funds will be used to invest in technology which will include laptops, docking stations and monitors.

3. Approval - Transfer $12,500 of the wellness credit received by the health insurance company to the general fund to cover equipment purchases from the employee fitness center. Any funds remaining after the purchase of equipment will be used for repair and maintenance of existing equipment.

4. Approval - Transfer $35,000 from the Landfill Enterprise Fund to the General Fund Landfill Department to cover the engineering costs required for the landfill gas sales project.

5. Review - For informational purposes, I am providing a copy of a Business Resolution with First National Bank that was executed on October 18,2023. This document was required in order to add fraud protection services to the County's deposit accounts at First National Bank.

6. Approval - Requesting authorization to open and manage bank accounts with JP Morgan Chase. This will allow us to take advantage of investment opportunities with JP Morgan Chase and to further diversify the County's investments.

B) Todd Hurst, Tax Administrator
Approval- Tax refunds for October 1,2023 thru October 25, 2023.

C) Felissa Ferrell, Health and Human Services Director
Approval - Senate Bill 20 established reimbursement rates for unlicensed kinship care providers. This funding is meant to support unlicensed kinship care providers who are related by blood, marriage or adoption and are providing foster care as defined under N.e.G.S. 131 D-I 0.2(9). This legislation set the reimbursement rates and required all counties to participate. The effective date is November 16, 2023 with half board reimbursement rates by State and County participation. Counties will create and process payments for children in kinship placements. The initial request is for $97,200 in County funds for this first eight months for this program. This will be a recurring request in future budgets, however, counties were notified on September 1,2023.

Approval - Regular minutes for October 16, 2023

E) Trey Wright, Health Director
1. Approval - Addition of new vaccine to the fee schedule: RSV, Abrysvo (pregnant women 19 years and older) - $325

2. Approval- Price increase on Admin COYID CPT 90480 from $45.00 to $65.00 due to rising costs.

3. Approval - Revised Public Health Fee, Eligibility Requirements and Billing policy.

F) Benjamin J. Curtis, Rockingham County Register of Deeds
Approval - Resolution authorizing the Rockingham County Register of Deeds to temporarily transfer records to an off-site or out-of-County location for reproduction, repair or preservation.

Approval - $209,097.27 for year 1 ($1,560,950.35 for 5 total years) of Opioid Settlement Funds to implement a Medication for Opioid Use Disorder (MOUD/MAT) program in the Public Health clinic under Option A, Evidence-Based Addiction Treatment, as authorized under the NC Memorandum of Agreement (MOA) for Opioid Settlement funds.
