A) Pat Galloway, Finance Director
Approval - Appropriate $61,344 of available fund balance in the General Fund for the purchase of certain landfill assets for use by the building maintenance department. Assets include: 2017 Ford F550, Hydraulic Excavator, 2021 Bobcat UV34D, Track Loader and Cab Versa Handler Kubota V3300.

2. Approval - Increase Animal Shelter budget $1,250 for donation received from Reidsville Area Foundation. Funds will be used for cat portals.

3. Approval- Increase the Vera Holland Center budget $7,000 to cover the cost of a new HVAC unit that had to be replaced in December and to cover increase in expenses through fiscal year end. Available fund balance in the Vera Holland Fund of $4,500 plus an increase in current year interest earnings of $2,500 are the revenues being appropriated to cover this request.

4. Approval - Increase the Sheriff Department budget $18,250 for 3 separate donations to the K9 program. Funds will be used to purchase a new K9 as well as support the training and supply expenses of the K9 program.
I) $18,000 - First Responders of the Triad

3) $150 - V Paschal

5. Approval- Appropriate $14,000 ofthe Sheriff Dept/Jail Canteen Fund Balance Reserve to cover current year expense shortfall due to increase in costs and inmate population.

6. Approval - Appropriate $5,000 of 4-H Reserved Fund Balance to cover costs of the school enrichment programs, upcoming summer programs and 4-H Program scholarships. The source of the 4-H Reserved Fund Balance is from 4-H Program fees earned and unspent in previous fiscal years and re required to be spent in 4-H Programs/Activities.

B) Todd Hurst, Tax Administrator
Approval- Tax refunds for February 8, 2023 thru February 21, 2023.

C) Susan Washburn, Clerk to the Board
Approval - Regular Meeting Minutes for December 5, 2023, Febru3lY 6, 2023 and February 20, 2023.

D) Ronnie Tate, Director of Engineering and Public Utilities
Approval- April 17 thru April 22, 2023 for citizens of Rockingham County to bring solid waste to the landfill at no charge. A list of permitted items for this week is included in the request.

E) Trey Wright, Health Director
I. Approval - New Lactation Services and new vaccine codes and fees to be added to fee schedule:

F) Don Powell, Rockingham County Hunting & Wildlife Advisory Committee
Approval - Revised By-Laws for the Rockingham County Hunting & Wildlife Advisory Committee with the following changes:
\\u2022 Article Three - #4 - change two citizen members to four citizen members.
\\u2022 Section Four - Regular Meetings - The committee will meet on a monthly basis unless a meeting is cancelled by the Chairman.

Approval - Add 2 new fees to the Fee Schedule due to Permitium software vendor adding new transaction fees to all transactions processed rather than just on-line transactions.
\\u2022 Premitium Concealed Cany Transaction Fee $5
\\u2022 Permitium Pistol Purchase Permit Transaction Fee (per transaction not per permit) $3 Effective March 1,2023 Pennitium will begin charging walk-in customers transactions at the Sheriffs Office a Concealed Carry Transaction Fee of $5 per transaction and a $3 Purchase Permit Fee per transaction. These fees used to be charged for on-line customers only as a convenience fee; however, Permitium is starting to charge walk-in customers at the Sheriffs Office as well. Permitium is the software the Sheriffs Office uses to process concealed carry permits and gun purchase permits.

H) Lance Metzler, County Manager
Approval - Adoption of a Resolution to concur with a request by the North Carolina Department of Transportation, Division of Highways for addition for Missouri Lane (0.5 miles) in Madison Township.

8. PRESENTATION: Rodney Cates, Emergency Services Director
Consideration of a resolution supporting the reclassification of Rockingham County Publ ic Safety Telecommunicators as referenced in the attached Senate Bill US S 1175,9-1-1 Saves Act.

9. RockATOP PROGRAM - WORDS FROM A GRADUATE

10. PRESENTATION: Trey Wright, Health Director
Discussion of the Collaborative Funding and Proposal Review Report created by the Behavioral Health Community Assessment Workgroup and requesting approval to move forward with the recommended applicant. Utilize $13,500 from Miscellaneous Professional Services towards the Behavioral Health Community Assessment, which are identified behavioral health maintenance of effort funds.

11. PRESENTATION: Ronnie Tate, Director of Engineering and Public Utilities
Approval - Sewer lnterlocal Agreement with the town of Madison and the town of Mayodan for wastewater services to the County.
