Approval of February 7, 2022 Regular Meeting Minutes

B) Pat Galloway, Finance Director

1. Approval- Increase Aging Disability Transportation Service (ADTS) budget for additional FY21-22 Home and Community Care Block Grant funds awarded through PTRC. Additional grant funds in the amount of $17,964 requires local match of $1,996 that will be met through available fund balance in the general fund.

2. Approval- To transfer $410,000 from DSS Special Assistance and IV-B Adoption line items to State Foster Care, IV-E Foster Care and Foster Care Special Needs line item. This is needed to cover the increased costs for room and board and special needs for foster children. This is also needed to cover the preliminary estimates of increased costs expected due to the State’s rate increase effective January 1, 2022 for foster care services or adoption assistance although the County Manager and Finance Director have authority to transfer these funds between operational line items, we are asking approval of the Board due to the significant amount of the transfer request.

3. Approval- Increase Sheriff Department budget $84,270 for NCDPS grant award that was funded through the NC General Assembly Session Law 2021-180 (HB 105). Funds will be used to purchase AEDs and Stop Sticks for Sheriff Department.

1. Approval- Tax Collection & Reconciliation Reports February 2022, including tax refunds thru March 8, 2022.

2. Approval -Reappointment of Charles Rakestraw to the Rockingham County Board of Equalization and Review; term to expire March 31, 2025.

E) Rhonda Hooker, Interim Library Director
Approval-Appointment of Kim Pryor to the Rockingham County Library Board of Trustees; term to expire June 30, 2025.

F) Appointment of Susan Washburn as Clerk to the Board of Rockingham County Commissioners

A) Amend the UDO Table 41.04-1 Permitted Uses Table to included Class AA and Class A manufactured home dwellings to the RM zone compliant with the development standards of Section 62.53.

B) Case 2022-02 - Zoning Amendment: Rezoning from Residential Protected (RP) to Residential Agricultural (RA). Laurie Robertson (Johnson) Tax PIN: 8942-00-20-5728- Location: 265 NC Highway 87–Williamsburg Township

C) Case 2022-03 - Zoning Amendment: Rezoning from Residential Protected (RP) to Residential Agricultural (RA)-Ramona W. Jessie -Tax PIN: 8923-00-96-9888 Location: 649 Massey Road – Williamsburg Township

9. RONNIE TATE, DIRECTOR OF ENGINEERING AND PUBLIC UTILITIES
Approval to apply for grant funding for the relocation of Fishing Creek Sewer Lift Station to prevent flooding of the station. Application will be made to the State Viable Utility Reserve in Water Infrastructure Fund and a project request for 100% grant funding through NCDEQ Division of Water Infrastructure in the amount of $1,725,000.

10. PRESENTATION- Rockingham County Shiloh Airport has been awarded a fully funded grant from the State of North Carolina for the sum of $7 million. Update and plan of action on this initiative. Greg Bray, Airport Authority Chair
