6. APPROVAL OF MARCH 20, 2023 AGENDA

7. CONSENT AGENDA (Consent items as follows will be adopted with a single motion, second and vote, unless a request for removal from the Consent Agenda is heard from a Commissioner)

A. Pat Galloway, Finance Director

Approval - Appropriate $4,000 of fund balance reserved for Library Memorials to purchase additional books and materials. Funds were received as memorial donations in prior fiscal years and have not yet been spent and are held as reserved fund balance until needed by the Library.

2. Approval - Appropriate available fund balance of $803,513 to prepay the PNC Series 2012 debt as discussed at the February 10, 2023 budget planning retreat. The prepayment includes the outstanding balance of $803,000, a 0.05% prepayment penalty of $4,015 and estimated accrued interest through 3/24/2023 of $6,051. The net savings over the remaining life of the loan is $27,890.

3. Approval-Increase TDA Fund due to revenues collected from the sale of Visitor Guides of $6,250 and interest earnings of $4,900 that have been earned over original budget estimates. Funds will be used for printing and mailing visitor guides and to cover travel costs to attend tourism industry trade shows.

4. Approval - Appropriate $7,125 of available fund balance to cover the cost increase of the camera systems at Eden and Reidsville Libraries.

5. Approval - Increase DSS budget $95,516 for additional Federal SNAP ARPA funds awarded to the County.

6. Approval - Increase Sheriff Department budget $44,950 to cover estimated 2 months costs of the 4 new School Resource Officer positions approved per board action on January 17, 2023. This assumes the earliest hire date would be May 2023.

B. Todd Hurst, Tax Administrator

Approval - Reappointment to the Board of Equalization and Review; Terms to expire March 31, 2026: Mr. Thomas R. Davis, Jr., Chairman of the Board of Equalization & Review Mrs. Teresa S. Knowles.

2. Approval - Tax Collection and Reconciliation reports for February including refunds for February 22, 2023 thru March 7, 2023.

C. Cathy Murray, Program Manager and Felissa Ferrell, Director DSS/DHHS
Approval - Proclamation declaring April as Prevent Child Abuse Month

D. Susan Washburn, Clerk to the Board
Approval- Regular meeting minutes for March 6, 2023 and Recessed Minutes for March 8, 2023.

E. Felissa H. Ferrell, Health and Human Services Director
Approval - Grant awarded to Rockingham County Department of Health and Human Services and Integrated Health Care in the amount of $350,000 over three years to combat the Opioid Crisis. The Bridge-MAT Grant comes from federal funding to expand First Responder and Social Worker efforts to help reduce the number of Opioid overdose related deaths seen throughout the State of North Carolina.

F. Stephanie Kingston, Director of Human Resources
Approval- Per evaluation, increase Clerk to the Board salary 4%; increase County\\xb7 Manager salary 6%.
