8. CONSENT AGENDA (Consent items as follows will be adopted with a single motion, second and vote, unless a request for removal from the Consent Agenda is heard from a Commissioner)

A) Susan Washburn, Clerk to the Board
Approval - Appointment of Mickey Wilson to the Rockingham Community College Board of Trustees; term July 1, 2022-June 20, 2026

B) Pat Galloway, Director of Financial Services

1. Approval - Appropriate $5,000 of available Sheriff Department Federal Forfeiture funds to purchase 2 elliptical machines that will replace 2 broken machines that cannot be repaired.

2. Approval- Increase appropriation to the county-wide broadband project for Rockingham Community College's $250,000 commitment to the project.

3. Approval- Amend the Capital Project Ordinance and budget to transfer $75,000 of Capital Reserve Funds reserved for the Document imaging System to the ERP and Document Imaging Capital Project Fund that was established in fiscal year 2013, Funds will continue the Document Imaging portion of the project.

4. Approval- Increase Sheriff Department budget $200 for donation received for the Sheriff's Office K9 Program.

5. Approval - Request to transfer $143,650 of the funds included in the FY 2022 Non-Departmental budget for the one-third study that was implemented in September 2021. Funds are being transferred to only those county departments that do not have sufficient lapse salary budget to cover the cost of the one-third study through fiscal year end.

6. Approval - Increase Library budget $6,000 for grant award from the Reidsville Area Foundation. Funds will be used for book purchases.

C) Tara Muchini, Youth Services Director
Approval- Recommendation for appointments and reappointments to the Juvenile Crime Prevention Council for the 2022-24 term.

D) Rodney Stewart, RCEMS Operations Supervisor
Approval- Rockingham County EMS requests the submitted financial statement for Board Approval of accounting reports of billing and collections activity for April 2022 and approve accounts uncollected that are to be written off.

E) Lance Metzler, County Manager
Approval - Due to staffing levels, amend Personnel Policy 6: Leave of Absence, Section 1: Holidays to read: If the accrued Holiday leave is not taken by the end of the fiscal year in which it was earned, the time will remain in their Holiday bank.

F) Captain Jennifer Brown
Approval - Lieutenant Tim Newman is retiring from the Rockingham County Sheriffs Office effective July 1,2022 with over 25 years of service. He is requesting to purchase his duty weapon for $1.00 (gun permit attached)

G) Mark McClintock, Tax Administrator
Approval- All Tax Refunds from May 4, 2022 thru May 24,2022

H) Jason Byrd, Rockingham County Soil & Water Conservation
Approval - Appointment of Mark Apple, Joe French and Bobby Baker to the Rockingham County Agriculture Advisory Board. The term of office will begin June 2022 and run through September 2025.

I) John Morris, County Attorney
Approval - Consideration of Subordination Agreement between Rockingham County, North Carolina, HomeTrust Bank, and Help, Incorporation; Center Against Violence, a North Carolina Non-Profit Corporation.
