A) Justin Thacker, Accounting Specialist – Awarded Certificate of Completion in County Administration by UNC School of Government, Chapel Hill, on April 22, 2019

B) Dr. Mable Scott, Public Information Officer – Received Excellence in Communications Award, along with Rockingham County, from the North Carolina Association of City and County Communicators in April 2019

C) Proclamation – Proclaim June 15, 2019 as World Elder Abuse Awareness Day in Rockingham County

6. CONSENT AGENDA (Consent items as follows will be adopted with a single motion, second and vote, unless a request for removal from the Consent Agenda is heard from a Commissioner.)

A) Pat Galloway, Director, Financial Services

1) Increase by $20,000 appropriation for Law Enforcement Officers (LEO) Separation Allowance. Payments to retired officers are higher than projected in the original budget ordinance. Funds are available in current budget appropriations in the Sheriff’s Department.

2) Increase $90,000 transfer to County Capital Reserve Fund. Collections on the CIP portion of the tax rate ($0.0477) are exceeding current budget appropriations and are required to be transferred to the Capital Reserve Fund when collected.

3) Increase Self Insurance Fund $30,771 for replacement of Sheriff’s Department’s vehicle that was declared totaled by the insurance company. County received $10,239 from insurance proceeds and will transfer available appropriations from the Sheriff’s Department budget of $20,532 to complete the amount needed for the new vehicle purchase.

4) Increase Sheriff’s Department execution account revenue and expenditures $35,000. Collections are exceeding original budget estimates and funds collected are required to be remitted to appropriate outside parties.

B) Mark McClintock, Tax Administrator

1) Reappoint C. Steven Younts as Deputy Tax Collector; term to expire
June 30, 2023

2) Approve Refund in the amount of $457.29 to Timothy Turman for Vehicle sold

C) Andrea Barker, Interim Director, Head Start – Approval of Head Start’s April 2019 Monthly Report

D) Rodney Stewart, EMS Operations Supervisor – Approval of Accounting Reports for April 2019

E) Amanda Crumpler, Purchasing Agent – Adoption of Resolution declaring six (6) IBM 3650 Servers as surplus and reallocate to Rockingham Community College for use in their Information Technology Services training program.

F) Lance Metzler, County Manager

1) Reappoint Mark C. McClintock as Tax Assessor/Collector; term to expire
June 30, 2023

2) Appoint Norma Jean M. Corum to Planning Committee for Services to the Elderly, as recommended by Bob Cleveland, Ombudsman for the Committee; term to expire December 31, 2019.
