Recognition of HHS Director Felissa Ferrell for being awarded Director of the Year by the NCACDSS (North Carolina Association of County Directors of Social Services)

5. APPROVAL OF JULY 17, 2023 AGENDA

6. CONSENT AGENDA (Consent items as follows will be adopted with a single motion, second and vote, unless a request for removal from the Consent Agenda is heard from a Commissioner)

A) Pat Galloway, Director of Financial Services
1. Approval - Adopt the Resolution for the Water Sewer Enterprise Fund Repayment and Creation of Water Sewer Reserve Fund. The Resolution will recognize $11,466,000 in transfers from the General Fund to the Enterprise Fund since 2008 that were necessary to cover the Enterprise Fund debt service payments. A 3D-year repayment schedule with a 0.25% interest rate is set with the ability to pay higher amounts if funds are available and to defer payment if funds in excess of annual operating and capital reserve needs are not available.

2. Approval - Amend the Water Sewer Fund budget for new software subscription that meets the new Government Accounting Standard Board (GASB) No. 96 criteria. Funds for the software were approved in the FY 2024 adopted budget. This amendment enables full compliance with GASS 96 accounting and reporting.

3. Approval - Increase Sheriff Department budget $100 for donation received in June 2023 for the K9 Program.

4. Approval-Increase Animal Shelter budget $1 ,000 for the Petfinder Foundation Dog Enrichment Grant awarded to and received by the Animal Shelter in June 2023.

5. Approval - Amend the NC Opioid Settlement Special Revenue Fund budget for an increase of $7,096,176 allocated to Rockingham County. The increase is due to additional settlements that have occurred since the original allocation was made. The total amount currently allocated to the County is $15,889,376 that will be distributed over 18 years from FY 22-23 through FY 38-39.

6. Approval - Increase Youth Services budget $120 for program fee revenue earned and unspent in FY 23. This revenue will be used to support the Youth Services Program(s) in FY 24.

B) Susan Washburn, Clerk to the Board
Approval - Regular and recessed meeting minutes for June 19, 2023; May 26, 2023; May 15, 2023; June 1, 2022,

C) Lindsay Pegg, Tourism Development Authority Board
Approval - Heidi Nykamp, Blissful Ridge Art & Wedding Venue, Reidsville, NC as TDA Board appointment to fulfill a Board vacancy. The term will expire 08/2026,

D) Trey Wright, Public Health Director
Approval - Appointment of Thomas Wierzba to serve as a General Member (term June 6, 2023 until June 8, 2027) and Yolanda Tinsley to service as a Social Worker member (term July 17, 2023 until July 16, 2027) on the Board of Health and Human Services,

E) Rodney Stewart, RCEMS Operations Supervisor
Approval - Accounting reports of billing and collections activity for May 2023 and approval of accounts uncollected that are to be written off which are maintained and available for inspection in the EMS office,

F) Todd Hurst, Tax Administrator
Approval- Tax Collection and Reconciliation reports for June including refunds for June 7,2023 thru June 30, 2023,

Approval - Fishing Creek Lift Station Upgrade Project (VUR-W-ARP-0080) Budget Amendment, Approval Letter, Budget Estimate, Board Resolution attached, Grant does not require match from the County,

9. Ronnie Tate, Director of Engineering and Public Utilities
Approval - Yates Construction Company as the contractor for the US 220 Sewer Line Project. Contract amount is $21,669,998,00, Requesting the Board approve the construction for the amount of $21,669,998.00 plus 5% contingency of $1,083,500,00 for a total of $22,753,498,00, budget amendment in that amount, and for the County Manager to approve change orders up to $50,000.00 without Board approval.
