Approval of Minutes- January 4,2021 Regular Meeting

B) Pat Galloway, Director of Financial Services
1. Approval - Increase Special Revenue-Fire District Fund tor motor vehicle taxes and fees being incurred that are over current year budget estimates.

2. Approval-Increase Medical Examiner budget $15,000 due to higher costs than expected this fiscal year.

3. Approval- Increase Sheriff Department budget $35,000 for Byrne Memorial Justice Grant awarded through the NC Department of Public Safety for the purchase of public safety equipment.

4. Approval- Appropriate $3,000 of available fund balance in the Vera Holland Center Fund to cover painting expense.

5. Quarterly Financial Report for the six months ending 12/31/21 with prior year comparative data.

6. Approval- To transfer $8,815 from Board Training line item to Regular Salary line to cover the payout comp time earned for an election employee.

7. Approval- To transfer $1,000 from Board of Elections Staff Training line item to Advertising line item to cover additional advertising costs expected to be incurred the remainder of the fiscal year.

8. Approval- Airport Grant funds of $124,000 that have been awarded by the NC Division of Aviation for Hangar Replacement Design, Parking Lot and Access Road Improvements. No local matching funds are required.

9. Approval- Transfer $15,000 from contingency to Animal Shelter floor repair project to add the repair of the main kennel floors to the project.

10. Approval- Increased Restricted Sales Tax Revenue Request for Rockingham County Schools of $345,000 that includes roof repairs for the Old Bethany Main Building and gym.

11. Approval- Appropriate $1,623,232 of School Capital Reverse Funds (Restricted Sales Tax Revenue) to school projects approved by the Board of Commissioners at their January 19, 2021 Regular meeting.

E) Lance Metzler, County Manager
Approval- Request for Road Addition- Twin Creeks Drive (0.12 mile-remaining private portion) in the Twin Creeks Subdivision - Huntsville Township

F) Leigh Cockram, Director of Economic Development, Small Business & Tourism North Carolina Department of Commerce awarded Sturm, Ruger and Company, LLC a OneNC grant in the amount of $150,000. Request approval and execution of grant documents.

7. RONNIE TATE, DIRECTOR OF ENGINEERING & PUBLIC UTILITIES

A) Approval- Schedule Free Week at the Landfill for April 12, 2021 thru April 17, 2021

B) Consider Approval- Citty's Plumbing & Pools, Inc. to construct the waterline extension on Hwy 65. Citty's base bid was $339,400. Contingency of $34,000 for project Approval for County Manager to approve change orders to $50,000. Consider approval of "free tap fees" for connections along the project path during construction of the water line. Budget transfer of $105,040 for project

C) Consider Approval- Envirolink to provide Water/Sewer contracted Operations and Maintenance service for the County
