The Sheriff’s Office would like to recognize Deputy Alan Tippett, Detective Kelly Lovings and Sgt. Cliff Vaughn for their years in law enforcement with a presentation of plaques.

1. Approval- November 2, 2020 Regular Meeting Minutes

2. Approval- Revised 2021 Employee Holiday Schedule previously approved 8/3/20

B) Pat Galloway, Director of Financial Services

1. Approval –Adopt Capital Project Ordinance and Capital Project Budget for the Hogan’s Creek Water Booster Pump Station Relocation and Flood Protection Project. The project is eligible to receive funding from NC DEQ Drinking Water State Revolving loan in the amount of $1,791,500 and all principal will be forgiven.

2. Approval- Appropriate additional $28,000 CARES Act grant awarded to the Board of Elections. Per Session Law 2020-97, $18,000 is to provide $100 supplemental pay to each election poll worker that worked on 11/3/2020. The remaining $10,000 is for expenditures incurred to prevent, prepare for and respond to the pandemic during the 2020 federal election cycle which are incurred for Election Day voting.

Approval- Rockingham County EMS Financial Statement for October 2020

E) Captain Jennifer Brown, Sheriff’s Office

1. Approval- Purchase of duty weapon for $1 by retiring Sgt. Cliff Vaughn with over 20 years of service in law enforcement. A copy of his Permit to Purchase is attached which allows him to purchase weapons in NC. N.C.G.S. 14-402(a)

2. Approval - $500 check from a citizen to purchase toys for the Toys Drive.

F) Crystal Norman, PTRC Aging Program Planner

Approval- Appointment to the Rockingham County Planning Committee for Services to the Elderly; term to expire December 31, 2021.

G) Anthony Crowder, Fire Marshal

Approval-Huntsville Fire Department removing David Gonzalez from Fireman’s Relief Trustees and requesting to replace with Anthony Edwards.

H) Susan Young, Interim Health Director

Approval- Addition of the administrative fees for the COVID-19 vaccine to the clinic fees at $18 for the first dose and $30 for the second dose.

I) Jason Byrd, Director of Soil & Water Conservation

Approval – North Carolina Soil and Water Conservation Shared Personnel Mutual Aid Agreement

11. PUBLIC HEARING- LEIGH COCKRAM, DIRECTOR OF ECONOMIC DEVELOPMENT

A) Consider approval of an appropriation from general fund in an amount not to exceed $812,000 which will be distributed to Project Top Chef following the project parameters.

B) Consider approval of an appropriation from general fund in an amount not to exceed $234,799 which will be distributed to Project Disney following the project parameters.

12. PUBLIC HEARING- BILL LESTER, LKC ENGINEERING, PLLC

Notice of Second Public Hearing which is required for the County’s submission of CDBG-Economic Development Grant Applications for Building Reuse ($1,000,000) and Demolition $1,000,000 to serve Nestle Purina PetCare Company which will be expanding their operations by locating to the 863 E. Meadow Road, Eden facility. The total estimated project cost is $450,000,000. Nestle Purina PetCare Company has committed to the creation of 300 new jobs.
