A) Pat Galloway, Director of Financial Services

1. Approval-Increase budget $160,000 for NC distribution of Scrap Tire Disposal revenue and the related expenditure that was not included in the original FY 2324 budget ordinance.

2. Approval - Increase the ADTS budget $20,639 in order to align the county budget with the final FY 23-24 grant allocation by PTRC. This requires an additional $1,919 in local matching funds with available fund balance being appropriated to meet that requirement.

B) Susan Washburn, Clerk to the Board
Approval- Regular minutes for July 17,2023

C) Rodney Stewart, RCEMS Operations Supervisor
Approval- Accounting reports of billing and collections activity for June 2023 and approval of accounts uncollected that are to be written off which are maintained and available for inspection in the EMS office.

D) Todd Hurst, Tax Administrator

I. Approval - Annual Settlement of Tax Collector pursuant to NCGS I05-373 for Fiscal Year 2022-2023

2. Approval - Consider order directing the Tax Collector to collect taxes charged in the tax records and receipts for 2022-2023.

3. Approval - Consider the ODT Equipment, LLC request for refund.

4. Approval- Refunds for July 1,2023 thru July 18,2023.

E) Hiram Marziano, Director Community Development
Approval - Resolution to appoint Victoria Pedigo as Plat Review Officer for Rockingham County.

F) Lance Metzler, County Manager
Approval- Revise Personnel Policy 6: Leave of Absence, Section 13: Community Service Leave.

7. Ronnie Tate, Director of Engineering and Public Utilities
Approval - AlA Wastewater Assessment Grant (DEQ Project No. AIA-W-0243) for $150,000.00 This will be to evaluate and study our current and future wastewater needs for the County. County portion of the grant is $2250.00 fee for the grant. Requesting that the Board approve: Budget Revision, Funding Offer and Acceptance, and Board Resolution for the project.
