B) Patricia Galloway, Financial Services Director

1) Approval - Appropriate various Cooperative Extension program revenues earned over budget in FY20. Fees are to support the programs in which they are earned. Revenue would close into fund balance as of 6/30/2020; therefore, this action appropriates those funds out from fund balance in the FY21 budget.

2) Approval - Appropriate $72,247 in DSS Special Children Adoption Incentive funds. Revenue was received in June 2020; however. it was not appropriated in the same fiscal year. Funds would close into fund balance as of 6/30/2020; therefore, this action appropriates from fund balance into the FY21 budget.

3) Approval- Rollover $40.000 in unspent FY 2019-2020 ITS service and maintenance line item to FY 2020-2021 to cover the cost of the One Solution software upgrade.

4) Approval- Appropriate $2.500 grant funds awarded to the Animal Shelter in FY20 to start a foster program and purchase supplies needed and veterinary care services. Grant revenue was received in FY20 and would close to fund balance as of 6/30/2020. This action will appropriate the grant from fund balance.

5) Approval- Appropriate $9,996 in CARES Act funding granted to the Library through the Library LSTA program. Funds will be used to purchase supplies and materials needed to address the pandemic at the library sites.

Approval- Adopt Resolution declaring the previously used boardroom chairs as surplus and reallocate to Eden Rescue Squad

Approval- Reappointment to the Work Force Development Board, term to expire 6/30/2022: Vernon Gammon (Labor Organization)

H) Felissa Ferrell, Health and Human Services Director
Approval- Extension on Federal CARES Ad Funding for Supplemental Foster Care COVID-19 Payments for the month of July 2020, estimated to be $15,000 for Rockingham County. Previous payments for months April, May and June 2020 were approved at the July 13, 2020 Commissioners meeting.
