A) Jennifer Woods, Clerk to the Board
Approval of Minutes-- June 21, 2021 and July 19, 2021 Regular Meetings

B) Pat Galloway, Director of Financial Services
1. Approval- Increase Library budget $44,825 for a Library Services and Technology Act (LSTA) grant awarded. No matching funds required.

2. Approval- Amend Cooperative Extension budget $13,497 for program fees received in FY21 in excess of FY21 budget. Program fees are to be used in program in which the fee was earned.

3. Approval- Increase Aging, Disability Transportation Service (ADTS) budget $18,831 to true up the County budget with the final FY21-22 grant allocation from PTRC. Increase of HCCBG funding requires an additional $705 of County local match which will be met with available fund balance in general fund.

4. Approval- Appropriate $52,782 offund balance available in the Landfill Fund for the purchase of property.

5. Approval- Appropriate $50,000 of available fund balance in the Self Insurance Fund (Property & Liability Insurance) to cover increase in premium costs.

6. Approval- Adopt CDBG Project BUdget Ordinance for:
1. CDBG Economic Development Project- Nestle Purina Building Re-Use
$2,000,000 (project budget originally approved by Board on 4/19/21)

2. CDBG-CV Coronavirus Funding $900,000
(project budget originally approved by Board on 1/19/21) The CDBG Project Budget Ordinance was not available at the time of Board approval of budget appropriation of these grants.

C) Mark McClintock, Tax Administrator
1. Approval- Tax Refunds thru August 2, 2021

2. Approval- Tax Collection & Reconciliation Reports July 2021

D) Meggan Odell, Senior Director of Transit Services
Consider adopting the Resolution Authorizing the Filing of Applications with the North Carolina Department of Transportation-Integrated Mobility Division for Grant Years FY2023- FY2027 for Federal Transport Assistance. No County matching funds required.

E) Lynn Cochran, Interim Community Development Director
Planning Board Appointments/Reappointments, terms to expire September 30, 2023,

a. Continuation of the July 19, 2021 Public Hearing to Consider Adoption of the comprehensively revised Rockingham County Unified Development Ordinance (UDO)

b. Rezoning Case # 2021-15, Applicant: Ledonte Bole, 8210 Friendship Church Rd Williamsburg Township - Rezoning from Residential Protected (RP) to Residential Agricultural (RA)

8. RONNIE TATE, DIRECTOR OF ENGINEERING & PUBLIC UTILITIES WITH PARKS AND RECREATION ADVISORY BOARD MEMBERS MARA O'NEIL AND JENNY EDWARDS
Approval - Rockingham County Parks and Recreation Advisory Board (PRAB) of matching funding up to $35,000 for a Comprehensive Systemwide Plan for Parks and Recreation for Rockingham County. PRAB is seeking County Funding as a match for potential grants to cover the cost of a comprehensive master plan for parks and recreation across the County.
