A) Jennifer Woods, Clerk to the Board
Approval of Minutes- March 15, 2021 Regular Meeting

B) Pat Galloway, Director of Financial Services

1. Approval- Increase Animal Shelter budget $13,200 for donations/fundraising revenue earned to date this fiscal year.

2. Approval- Appropriate fund balance available in the Fire District Special Revenue Fund for requests that have been received by the following departments: Oregon Hill $20,000 to upgrade equipment to better serve the community Wentworth $45,000 to purchase replacement radios & turnout gear North Stoneyview $ 9,000 to meet truck and equipment payments This is the portion of fire tax received in prior fiscal year(s) in excess of budget and is obligated to be remitted to the fire districts when requested.

3. Approval- Accept and appropriate a grant in the amount of $110,000 from the Kate B Reynolds Charitable Trust for the following purpose: Programmatic funds to lessen disparities and improve health among under-served populations impacted by COVID-19.

4. Approval- Accept and appropriate $257,527 in supplemental State funding for COVID-19 Vaccination to support expanding vaccine clinics, reaching out to those for whom vaccine is recommended, training providers and partners on appropriate storage and handling, equipping healthcare providers to discuss and administer vaccine to patients, ensure adequate clinic staff availability, and ensuring systems can track vaccines administered and provide recall tracking and notification to complete vaccine series.

5. Approval- Water Fund transfer to General Fund to reimburse $331,000 that was advanced to the Water Fund for the Gold Hill Road Extension waterline project. Transfer available funds from Regional Water! Wastewater project to the Water Fund in the amount of $232,955 to cover the final costs of the Gold Hill Road Extension waterline project.

6. Approval-Increase Regional Water/Wastewater Capital Project Fund $242,083 due to interest earned and sales tax refunds received since project inception. Revenue earned must be used in the project fund. Approve Amended Capital Project Ordinance for the increase in project funds.

7. Approval- Appropriate $11,000 of available fund balance in the Fire District Revenue Fund that is due to Northwest Fire Department. This is fire district revenue collected over budget in prior years that is required to be remitted to the fire department upon their request.

8. Approval- Appropriate $46,000 of available fund balance in the Tourism Development Authority (TDA) Fund for improvements to the Settles Bridge River Access.

C) Robin Yount, Tourism Development Authority
Consider Approval of the continuation of the Lease agreement between Rockingham County and the Estate of James F. Draper, Sr., Rebecca W. Draper and Diane D. Kacerguis and to allow improvements to be made to the river access.

D) Mark McClintock, Tax Administrator
Approval- Tax Refunds thru March 23, 2021

E) Rodney Stewart, RCEMS Operation Supervisor
Approval - EMS Financial Statement for February 2021

F) Crystal Norman, PTRC Aging Program Planner
Appointment to the Rockingham County Planning Committee for Services to the Elderly: term to expire April 30, 2022: Alyssa Cohen

G) Carrie Spencer, Director Community Development
Consider Appointments to the Rockingham County Planning Board: Appoint Cory Scott from alternate to regular membership for a 3-year term to replace the seat vacated by Mike Lee. Appoint Barry Carter as an alternate member.

H) Felissa Ferrell, Health and Human Services Director
Consider Adoption- April 2021 as Child Abuse Prevention Month

8. PUBLIC HEARING -BILL LESTER, LKC ENGINEERING, PLLC

Discuss an application for a $2 million CDBG for BUilding Reuse originally to be used for Demolition and Building Reuse to serve Nestle Purina PetCare Company. Rockingham County is requesting the grant funds be transferred from Demolition to Building Reuse to better serve Nestle Purina PetCare Company. Nestle Purina PetCare Company has committed to the creation of 300 new full-time jobs (100 jobs during the first 2 years) at their new Rockingham County facility. The total estimated cost of the proposed CDBG Building Reuse project is $15 million. Rockingham County has been awarded $2 million in CDBG funds and Nestle Purina PetCare Company will provide the remaining funds in the amount of $15 million.
