Approval of Minutes – February 7, 2022 Annual Planning Retreat Minutes

B) Pat Galloway, Director of Financial Services
1. Approval- Increase Fire District budgets due to estimated collections over original budget and for requests from fire districts for their available fund balance to be remitted to them at this time: Oregon Hill-Fund Balance request $28,000
North Stoneyview-Fund Balance request $ 7,000
Drapcr-FY22 collections over budget $40,000
Leaksville-FY22 collections over budget $30,000

2. Approval- Appropriate $67,718 of available reserved fund balance from Public Health Escrow -Dental Clinic to replace dental chairs and hand pieces in Dental Clinic

3. Approval- Increase Special Revenue Fund for Register of Deed (ROD) Fees $185,000. ROD Excise Stamps and Deed of Trust fees are estimated to exceed the original FY2022 adopted budget. A portion of fees collected are required to be remitted to other State Agencies; therefore, the budget needs to be increased to provide the authority for these fees to be remitted as required by NCGS.

4. Approval- Appropriate $75,000 of available fund balance in the workers compensation fund to cover expenditures through fiscal year end 2022.

5. Increase Article 46 Sales Tax Revenue and Rockingham Community College (RCC) Budget $1,000,000. Article 46 Sales Tax, dedicated to RCC Workforce Development initiatives, is exceeding original FY22 budget estimates and this amendment will ensure we have sufficient budget authorization to remit the amount collected to RCC through the remainder of the fiscal year.

E) Jason Brooks, Emergency Management Coordinator
Approval- Adopt the Statewide Mutual Aid Agreement. No funding is tied to this request and very little change has been made to the previously approved agreement.

7. PUBLIC COMMENT

8. PUBLIC HEARING- Regarding the County's intent to enter into an installment financing contract in the principal amount currently expected not to exceed $21,160,000 which will be used to finance a portion of the costs to construct and equip the new Center for Workforce Development at Rockingham Community College.

• Adopt Resolution authorizing the filing of an application for approval of an installment financing contract authorized by NCGS 160A-20 and making certain findings required by NCGS 159-151.

• Adopt Capital Project Ordinance and approve budget change request for the Rockingham Community College Workforce Development Center in the amount of $19,160,000. Budget is based on most recent project estimates and will be amended, if necessary, when construction bids are received and final costs can be determined.

9. PRESENTATION- Rockingham County Shiloh Airport has been awarded a fully funded grant from the State of North Carolina for the sum of $7 million. Update and plan of action on this initiative. Greg Bray, Airport Authority Chair
