A) Designate April 2019 as Month of the Young Child

B) Designate April 2019 as Child Abuse Prevention Month

7. CONSENT AGENDA (Consent items as follows will be adopted with a single motion, second and vote, unless a request for removal from the Consent Agenda is heard from a Commissioner.)

A) Pat Galloway, Finance Director – Budget Revisions

1) Increase Sheriff Department budget $5,000 for Control Substance Abuse funds that are currently held in Reserve Fund Balance and will be used for qualifying program needs within the Sheriff Department.

2) Increase Public Health CBCCP program budget $5,370 for restored State funding. No additional County funding is requested.

3) Increase Library budget $10,000 to cover year end memorial purchases for all libraries. Funding is from Memorial Contributions received in previous fiscal years that are held in Reserve Fund Balance until needed for this purpose. No additional County funding is requested.

4) Increase Fire Districts Special Revenue Fund budget $29,500 for departments that are requesting to receive the FY18/19 revenues estimated to be collected over budget during the current fiscal year rather than including it in their budget request in the next fiscal year. This includes $8,000 for Northwest, $5,500 for North Stoneyview and $16,000 for Oregon Hill. Funds are not remitted until actual collections have been received.

B) Rodney Stewart, EMS Operations Supervisor – Approval of February 2019 Accounting Reports

C) John Morris, County Attorney – Approval of Amendment to Lease Agreement with USDA Farm Service Agency requesting a 3-year extension to their lease agreement with Rockingham County, allowing for use of office space at the Rockingham County Agriculture Center facility from January 1, 2019 – December 31, 2021.

D) Jason (Jay) Brooks, Emergency Management Coordinator – Approval of Resolution of Designation of Applicant’s Agent. Resolution designates Jason (Jay) Brooks as the Applicant’s Agent in applying for a Mitigation Grant to purchase a generator for EMS Base No. 1 located in Eden.

E) Jason Julian, NCDOT – Consider Approval of Road Addition, Rivers Edge Drive (0.17 mile) off Victory Hill Church Road (SR1348) in the Rivers Edge Subdivision, Madison Township.

Reappoint two (2) members to the Rockingham County Industrial Facilities and Pollution Control Financing Authority from two (2) applicants; such terms to expire June 30, 2025.

10. RONNIE TATE, DIRECTOR OF ENGINEERING & PUBLIC UTILITIES

A) Request Approval to revise the County Solid Waste Ordinance to allow the County Manager to waive landfill fees for Civic Organizations, Faith-Based Groups and Non-Profit Groups at the discretion of the Manager. The waiver would be granted on a case-by-case basis.

B) Presentation on Rockingham County Litter Initiative.

11. CAPTAIN JENNIFER BRAME & CAPTAIN SHANE BULLINS, SHERIFF DEPARTMENT – BUDGET REVISION

Request Approval to appropriate $253,986 from General Fund Balance to Jail Service Contracts to reimburse Jail Inmate Medical Fees for services received in 2017 and February 2018 through January 2019. Note: Some invoices were received from the provider up to one year after services rendered.
