Mayor Bartie tries to get reimbursement on paying for a trip without getting pre-approval. The request was so much out of procedure that he had to vote against his own item. The audience started to laugh after he voted against his own item. Bartie was embarrassed so much so that he left during council meeting.  Tag everybody you know to this video.
