First, the Nanny State of the Week: The FDA is preparing to ban teen tanning, prohibiting anyone under the age of 18 from tanning even with parental permission.




The Wisconsin Senate is poised to discuss a bill that would prohibit cities from banning plastic bags in the name of environmentalism.




Kids are facing charges for sending allegedly threatening messages with emojis - including a 12-year-old girl from Fairfax, Virginia, who was charged with threatening her school after sending a text with a bomb, gun, and knife emoji and the phrase "meet me at the library."




The Freedom from Religion Foundation failed to meet an appeal deadline, meaning Montana's Big Mountain Jesus will remain in place.




And Sgt. First Class Charles Martland is still waiting for the military to decide his fate after he was essentially punished for confronting an Afghani police officer who allegedly raped a 12-year-old boy. Martland was not specifically discharged for the incident, but the report on his record saw him removed as the military made personnel cuts.




And we will have a recap of the Oscars, the winners and highlights (including that this year's show was the lowest rated in eight years).
