No doubt we need police reform, but what kind? If we take away some of their powers or replace some of their duties with specialized units, what happens to policing? It is not as if people become more honest, moral or reliable when they take off their police identity and put on some other units uniform and duties. Even ministers and politicians can be corrupted and incompetent. It is unlikely reducing the size of the police force to create room for some other agency will result in much more than added cost and confusion. This essay looks to make policing far more effective by changing its focus at the bottom end without impacting the top end of policing. This creates a staggered, staged and progressive approach that is easily ratcheted up or down according to conditions.
