There are two sources of authority in this world, one is the control of property the other is the control of information. Authoritarians and dictators control property. Civil Authorities control information. Authoritarians work from the assumption that might makes right and the end justifies the means. Civil Authorities are predicated on the idea that right makes might and the end will be defined by the means. In the view of a Civil Authority, the truth must always prevail.
