Affordable housing normally forces individuals who cannot afford to purchase or maintain a home to congregate in the same geographical area. A large group of homes that cannot be paid for or/and cannot be maintained is by definition, a slum. When affordable housing programs are established that are not affordable slums are created. If the individual cannot afford to buy and maintain a house by himself, putting him in a development in which many persons who are in a similar situation live, does not make his or her situation any better, if anything it worsens it.
