Passing rules in Idaho are about to change

Effective July 1, a new law in Idaho permits motorists (not towing another vehicle) and motorcyclists to exceed the posted speed limit by up to 15 mph while passing on two-lane highways. Also, there is a renewed call to repeal plans to charge commercial drivers to access Rhode Island highways.
