The creator of the video is an Australian man, Peter Scully, who made Mindanao his new home and who used Filipino children as objects in his depraved online business. The publishing of this video served as a catalyst not only to hunt down Peter Scully but also to have a hard and long look at the problem of online sexual exploitation of children (OSEC) in the Philippines.
