While canvassing votes in 2015, the APC said it would amend the constitution to achieve devolution of power, is the current situation playing out, beyond Value Added Tax? 

What do you make this era where we have seen states have come together to challenge the stance of the Federal Government on some issues i.e: stamp duty, Paris club refund, local government autonomy etc
