The casus belli in this case is the need to control and contain the threat posed by a group dubbed the Islamic State in Iraq and the Levant (ISIL).Formerly known as al-Qaeda in Iraq, the profile of the militants has increased over the past several months in the wake of their conquest of strategic territory within a broad swath of Iraq and Syria.
