The Biden administration is chided for falling short on spending transparency

Though President Joe Biden reversed many policies of his predecessor Donald Trump, there's one the administration has held on to, much to the chagrin of Congress. The Project on Government Oversight, or POGO, says the White House has continued to use the spending tool called apportionment to get around having to tell Congress where it's allocating appropriated dollars.
