Lot of firsts occurred\xa0during the\xa0pandemic. Among them:\xa0the first time the Federal Emergency Management Agency used its Disaster Relief Fund\xa0to respond to a nationwide public health emergency. FEMA used the funds to cover the costs of vaccinations and\xa0testing sites among other things. Government Accountability Office has found, FEMA\xa0may have underestimated just how much would be required.
