In the Gospel of Matthew Jesus is filled with compassion for the multitude that surrounded him. It was not because of the sick, maim, lepers, and others represented, but because they were like sheep without a shepherd. This lead to Jesus' disciples instructions to first go to the lost sheep of Israel proclaiming the Good News.
