He had taken a while to admit to God that he was wrong and needed God's forgiveness.  While talking to God he draws others around him and into the  conversation by urging them too to pray and confess while they have the opportunity. The phrase “keep short accounts with God" was often heard in the early years of my Christian life when we were taught  how to build our relationship with God. David acknowledges his wrong-doing which is followed by God's forgiveness which clears him of guilt. He is concerned that others too should admit where they have offended God and can be assured of their relationship with Him. God is the one place/person we can always go to when we are in any trouble. He is our protector and defender. Others will also be celebrating and thanking God for the forgiveness they have received. David gives advice here from his own experience of God's loving kindness and mercy telling his listeners that he will teach them and show them how to live as God would like. They should not be stubborn but allow God to mould them. As they continue to trust Him they will experience God's continued love. David ends with the encouragement to all those who “are upright in heart" to continue to rejoice in the Lord, to be filled with gladness and to let their praise of Him be heard. Lord, thank you that You are always more ready to listen than we are to seek forgiveness.
