b"Sahasraakshah: One who has thousand eyes. The numbers hundred, thousand and ten thousand are used in scriptures to indicate limitlessness. One who is witness of everything that happens anywhere. Therefore, the devotee is also confident that his/her salutations do receive the attention of Rudra even though He is seated high up on the Kailasa Mountain.

The infinity of the number of eyes denotes the Lord's limitless capacity of seeing. Seeing also indicates knowing. He is all seer and all knower. Lord Shiva resides in everyone and hence everyone's eyes are described as the eyes of the Lord. Eyes also represent all senses of Knowledge. He is Omniscient.

Purusha suktam says - Sahasrashirsha purushaha sahasraakshah sahasrapaat.

Indra also is called Sahasraaksha. Salutations to the Lord who is Indra. He is the god of Rains and we survive only because of rains. Beings are thrilled because of the rains.
