b'One who has Kapaala or a Skull. It is the 10 th rudra of ekadasha rudra.

Padmapurana Shrishti khanda 17 says:\\u2028Once Lord Shiva went to a yagna of Brahmaji wearing skulls. He was not allowed entry. The Lord had to show his power and glory. Then they sought forgiveness from the Lord and He was given a seat to the North of Brahmaji.

At another instance, He had once cut the head of Brahmaji with his nail for telling lies about having found the top of the Infinite coloumn of light. One whose hands were glued to Brahma\\u2019s head which was cut by Him by his nails is Kapaalee. He begged for alms from Annapoorna, his own wife. He went to Kashi and then purified himself with Ganga Snan. This was the prayaschitta he did to set an example for others.

Lord Shiva holds the skull of Brahma the creator. This shows that the Lord is above all creators. This also shows the Eternity of the Lord. Even Brahma the creator has a fixed life time but Lord Shiva is Eternal.

Skull is also the symbol of human pride. He takes it away from us and makes us humble. He destroyed the Daksha Yagna also in this
form of Kapaalee.
