The Devil is in the Details: Breaking Down the Last-Minute Spending Bill

Congress approved a $1.1 trillion spending bill to fund the federal government until September 2015 and avoid another government shutdown. However, several controversial provisions known as “policy riders” were added to the bill that will make sweeping policy changes, including relaxed laws on bank regulations, relaxed laws on campaign donation limits and a provision to overturn Washington, DC’s ballot initiative legalizing marijuana.
