Puppy Mills, CAPS, and the Domino Effect
b'CAPS (Companion Animal Protection Society) is the only National organization dedicated to stopping the cruelty of puppy mills and pet shops. The Inspector General's Office asked them to draft a list of needed changes at the USDA based on a CAPS report of non-enforcement of abuse safeguards. Their investigative evidence gets results in cruelty/abuse cases, earning them a voice when States draft legislation.'
