\nThe law in the state of MN (Section 340A.22) that governs micro distilleries is a bit circular, and has been hard to navigate for many new distilleries, as shown in this post from The Growler. The law forces only one sale per person per day on site, and limits the size of the bottle to 375 ml for on site sales. It's more complicated than that, but that's a decent start to the confusing cycle that has been created.
