Knowing of Cooper\u2019s plan to teach China how to do business, Ike\u2019s people arranged for\xa0him to lecture both, the Chinese Finance Minister and then (Dec. 1985), Undersecretary of\xa0Defense, Xi Jinping. Cooper\u2019s first question to China\u2019s Finance Minister was; \u201cHow many\xa0Central Committee Members, out of the 25, are in favor of doing business?\u201d The Finance\xa0Minister responded; \u201cI\u2019m the only one.\u201d\xa0As Cooper explains it; \u201cSolving the problem was more about convincing the Central Committee of China why they should do business rather than, how they should do business.\u201d
